I'm fairly certain that Sphera does smart buying of strands and lambdas as required, and doesn't limit themselves to a single dark fiber supplier. You may want to include the term "Millenium Optical Networks" in your search, since that's their former name. If you have an online free edgar account (or equiv), sometimes that is a way of finding through a search who is reporting to do business with whom, if the deal is sizable enough, or meets other criteria, to warrant mention in SEC filings. Very often you will find information in the SECs that "must" be there, but is not necessarily information that the parties involved want known publicly. Such as who is leasing fiber to whom.

Broadwing Expands Optical Network Into Metro Areas with Sphera

Sphera Optical Networks will provide connectivity directly into
Broadwing's Points Of Presence (POPs) and will carry traffic
between customer locations throughout the nation's top
metropolitan areas. The companies will have connected networks
in eleven cities by the end of the year, nine of which are the
top MSAs for generating IP and data traffic in the US. Also as
part of the deal, Sphera will use Broadwing as its primary
telecom provider for data services, IP services and network
services. Financial terms were not disclosed.

Last August, Sphera Optical Networks (previously Millennium
Optical Networks) announced $70 million in funding from the
Mayfield Fund, Soros Private Equity Partners, Pequot Capital
Management, Oak Investments Partners and Worldview Technology
Partners.

Sphera Optical Networks is headed by Harold Grossnickle, who
previously served as President of Global Crossing's worldwide
operations and maintenance organization.
