"Difficult to short in that they must be marginable securities ( Must be over $ 5.00 ). Interesting enough market makers have the ability to short stocks under $ 5.00. "

You too can short stocks at any price. $5 is a broker rule, not a regulation. All stocks listed on the three major exchanges are marginable. BTW, you can short any stock you can borrow, marginable or not. You may have a difficult time finding a broker to facilitate the borrow, but that does not mean it can't be done.

An example: EXDS ($1.10) is available to borrow at Interactive Brokers. Cut and paste " interactivebrokers.com " into your browser and enter EXDS in the search box to verify.

Please note I am only addressing the ability to short low priced stocks, not the special risks involved or whether it's a desirable strategy for most folks.
