re: ONIS 09:22 ET Telecom Capex : Salomon Smith Barney notes that Qwest (Q) once again cut capex, this time reducing 2002 plans to $7.5 bln from the prior $8.0 bln estimate and a planned $8.9 mln in 2001; Salomon says that revision could change composition and timing of orders for companies such as ONI Systems (ONIS) and Lucent (LU).
