Indeed, it was a victory for the US. The US won on substance.

Remember, under the feckless leadership of Clinton/Algore the US last November lost on every key point (and got a pie in the face to boot).

1) carbon sinks

2) emissions trading

3) penalties

Under Bush leadership the Europeans caved on all three. The last was the most important because with the financial penalties removed, the treaty is toothless.

The agreement signed is perfect for the cynical Europeans, who never wanted Kyoto implemented. And now it won't be.

Japan insisted on dropping the word " legally" from the phrase "legally binding" before it would sign. So Japan is off the hook, and by golly, so is every other signatory that finds the treaty too confining. It's as if at the end of the treaty are printed the words: "Never Mind."
