What it could be is that some major deployments have taken place, but that penetration is so low, and interest so high, that the amount of development stage projects still overwhelms actual deployments skewing this result.

This was exactly what I was suggesting. I know perfectly well that some significant deployments have occurred, but I think it is a drop in the bucket compared to those that are in the pipeline or still being planned. Even when a company has made a deployment, it may be of only a very limited part of the total application sphere contemplated or to a limited user base.
