The eventual goal of a customs union is to permit free movement of workers as well, so that labor niches may be efficiently filled. This should not guarantee citizenship, but if residence lasts long enough, citizenship should be an option. Also, one includes nations in a customs union one at a time, as part of negotiations......

Setting aside the correctness of the policy, this proposal is a political land mind. If he goes forward with it because he believes it's right, he's a very brave leader. If it's a calculated political move I'd like to see their calculations. Sure doesn't seem to add up to me.
