Not this time Vern. They didn't turn down the Kyoto treaty but enacted a law that any treaty with the provisions of the Kyoto treaty couldn't be passed. Clinton never vetoed the bill.

Ok, George, go-ahead and send Kyoto to the Senate, as a test, and see if they have a change of heart. Bet they don't, they'd rather rail you than sign that piece of junk.
