The house can overturn Executive Orders and treaties don't count unless ratified by the Senate. Remember all the Executive Orders that Clinton spewed in his last hours? None took effect because Bush closed the printing plant. 100s of orders and none mattered because they weren't printed up and never became law. Now I bet Dubya's father advised him on that. Nothing wrong there as I listened to my father until the second he died.
