President Bush41 nominated Mary Sheila Gall as a Commissioner of the Consumer Product Safety Commission in July, 1991. The Senate confirmed her in November, 1991. President Clinton nominated Commissioner Gall for a second seven year term in May, 1999. The Senate confirmed her in July, 1999. Commissioner Gall has served as Vice Chairman of the Commission for five years.

Commissioner Gall served as Assistant Secretary of the U.S. Department of Health and Human Services (1989-1991). She headed the Human Development Services Agency, responsible for 55 Federal programs (such as Head Start) serving children, youth, families, people with disabilities, the elderly and Native Americans. Ms. Gall oversaw a yearly budget of five billion dollars and a workforce of 1000 employees.

Prior to her appointment as Assistant Secretary, Ms. Gall served as Counselor to the Director, Office of Personnel Management (1986-1989). She worked directly with the White House Cabinet Council, other federal agencies, federal labor unions and public interest organizations on the subject of managing the federal civil service (3.5 million employees). A single adoptive parent, she was selected by President Reagan to chair the President's Task Force on Adoption.

From 1981 to 1986, Ms. Gall served at the White House as Deputy Policy Advisor to Vice President Bush. Ms. Gall participated in the President's Cabinet Council meetings, traveled extensively with the Vice President and contributed to the development and implementation of the President's domestic policy agenda. Prior to her White House service, Ms. Gall worked as a consultant to the Reagan-Bush Presidential Campaign, a member of the Presidential Transition Team (1980-1981) and Director of Research in the George Bush for President Campaign during 1979-1980. During 1971-1979, she served in legislative positions on the staffs of several members of the Senate and House of Representatives (Sen. James Buckley, New York; Rep. Jack Kemp, New York; and Rep. Tom Coleman, Missouri).

Ms. Gall has a B.A. in History and Government from Rosary Hill College in Buffalo, New York and a M.S.Ed. in Special Education from Old Dominion University in Norfolk, Virginia. She has received a number of distinguished service awards in recognition of her leadership in service to children.

Statement of the Honorable Mary Sheila Gall
on Approval of Mandatory Bicycle Helmet Standards
February 5, 1998:

Bicycle helmets save the lives of and prevent serious head injuries to the riders who wear them. The voluntary bicycle helmet standards developed by the industry have done a good job protecting riders for many years. Today's action is necessary to carry out the statutory mandate to promulgate mandatory standards for bicycle helmets.

The work of the Commission staff, industry and other interested parties has led to a unified helmet standard, providing better protection. Parents, and adults in general, must set an example to children by wearing helmets, and by insisting that children not ride without helmets. Only then will we see a reduction in the number of head injuries and deaths from bicycle riding.

The usually reticent Underwriters Laboratories Inc. and one of her fellow CPSC commissioners, Thomas Hill Moore (D), are supporting Gall. UL praised her "long and distinguished record of public service and safety advocacy" and said, "Gall has furthered consumer safety and served the American public well during her 10 years at the CPSC."
