That's what I meant by "reaching the limits of American power". We had the power to install pretty much anyone we wanted as the leader of S. Vietnam. We had the power to maintain those we installed indefinitely, as long as we didn't mind the continuous expenditure of lives and money. But all our power was never enough to give these leaders the ability to govern without us, and the more help we gave them, the more dependent they became.

No-win situations do occasionally arise; when they do all we can do is minimize damage and lose as gracefully as possible.
