Yes. It was the Byrd Hagel resolution. A "test vote" floated by Clinton on Kyoto. It was defeated resoundingly by the same demolibs who now clamor for Bush to sign it. There have been no signficant changes in the Kyoto accord since the date of the vote. Makes you wonder what motivates Daschle et al. (not really)
