In the FAQ they don't say the poor would be excempt (how would that work?) Instead they respond to the point by saying

"If this question-- how will the sales tax effect the poor, or the middle class or the rich-- is laid across the path of tax reform, it will prevent us from ever looking at how to achieve the ideal scene. The real question is: How will the tax system have the least negative effect on anyone? We should not be using the tax code to support the poor or the rich or the middle class. Those political objectives can be achieved on the expenditure side of the ledger, and should not be unnecessarily overlaid onto the discussion of a new tax system in order to block the effort !"

The transition period question is addressed but with no detail. The question about the people who have paid income taxes all of their lives is indirectly addressed in the response about the transition -

"Moving from one system to the other too quickly would probably cause economic dislocation and would unfairly treat those who have made financial decisions on the basis of the current tax code."

However this doesn't fully address the issue. The transition period would have to be really wrong if you didn't want to unfairly treat those who have made finacial deciisons on the current tax code (and those who simply paid a lifetimes worth of income taxes and now have to continue paying taxes even if they are living off of savings with no income).

I like the idea in many ways but it is such a sweeping change that it is going to be extremely difficult to inact.
