The government investing for the system's benefit and expecting repayment of the borrowed funds seemed to me to be the point of Krugman's article. But according to George's poster on RB, this would be the end of capitalism as we know it and the move to the "terrible" economic system of the French. On my many visits to France they seemed to live very well and many of those wonderful capitalist loving Americans who don't need social security live in and can't buy enough of the south of France.
