i don't think you can do this part-time to be honest. if its not your business to manage a fund best to just sit in t-bills (or i suppsoe it could be your personal fund, but you need a good chunk to make a good living off of managing just your own money,a nd if you;ve got that chunk? whcih brings us full cirlce again to why not just enjoy it and sit in t-bills?)
