When I worked there they had to tell some govt agency that they could not find what a German to fill my position... since it was esoteric [derivatives] this was commonly done and lots of Brits and Yanks lived in Frankfurt.

The (relative) inflexibility of German employment mechanisms is one of the things that needs to change. I just dont see much action yet. The walls of german companies are rather thick and one thinks twice before changing jobs. And an employer thinks twice as well - it costs about one manyear in direct costs to get rid of an unexpected lemon. Of course it's even tougher if you're out in the rain, unemployed, female, over 50,unskilled (an multiple-choice question, check as many as you like sg)

In my specific case it helped I had my Canadian experience to show. And I guess I was dirt cheap too.

Re "German engineers that need to be employed first" - this is a non-issue by now. If you feel like working for real in Germany, give your old boss a call - he probably waits for it.
