What put and kept Gorbachev in power was the necessity of reforming the Soviet economy. Why was this important? Because over 25% of Soviet GDP was going to the military, and yet it was not especially innovative. We spent less than 5%, and had a much better R&D program. Once someone like Reagan became president, that meant that they could be outspent into surrender, especially when SDI was introduced as an R&D goal. Of course, when reform was pressed forward, the system proved too brittle, and began to crack......
