It was, indeed, a rhetorical question on your part, as it has been for forty years. The best answer is that YOU can write the test. Make it as simple as you wish. We aren't trying to cull out an elite here and give them any power. There are people being brought to the polls who shouldn't be determining the destiny of either liberals or conservatives.

And I exclude, from this discussion, those who are dependent for their livelihood on federal entitlement payments-a concrete conflict of interest, as well as the convicts that the Democrats used in Florida. Discussion of those wrong-headed situations is for another day...

1. The Bill of Rights is
(a) the law making right turns on red lights legal
(b) a consumer protection law
(c) the first ten amendments to the US Constitution defining the rights of Americans against the Federal Government
(d) the law guaranteeing a high school senior the right to graduate

2. The US Constitution guarantees citizens the right to support by the government. True or false.

3. The Establishment Clause
(a) prohibits Congress from supporting any religion with government money
(b) established the federal government
(c) established the state governments
(d) b and c

4. Presidents are elected by
(a) the electoral college
(b) the people
(c) the Congress
(d) the states
(e) all of the above

5. The President selects Supreme Court justices and Cabinet officers who then must be confirmed by the House of Representatives. True or False.

Only five? I'd say more that than are needed to establish an understanding of government, history, and current events.

But if anyone can't get all 5 above, they should not be given a ballot.
