The North American stock markets are positioned
to do the expected. In other words, the markets
will do the unexpected and turn higher.

I think the investment climate is perfect for the beginning of a powerful new
advance in stock prices. Consider the following symptoms of a market bottom.

Investors are losing interest in the market. Ten months ago, dozens of investors
gathered at noon to watch the several electronic ticker tapes in downtown
Toronto. Now, you can count their numbers on one hand. My e-mail questions
are about one-quarter of the number six months ago. There is a common belief
that we are in a bear market. Last week, during a televised interview, a
high-profile fund manager suggested a new bear market was upon us. A local
business magazine has just discovered the safety of the bond market. "Burned by
the tech meltdown?" the article asks. "It's time to discover the fixed income
(bonds) part of your portfolio."

Most articles featuring the safety of bonds and balanced finds are written at
market bottoms, not market tops.
