Art, most of the coal produced comes out of the West. Canada wide - Alberta, British Columbia and Nova Scotia contribute about $8 billion to the GDP of this country. Kyoto will raise the cost of producing energy in Alberta, by using enviro credits based on per capita consumption. Half of what's mined is exported to the Pacific Rim, where ironically they opted out of the agreement.

Another point being over looked is that 20% of electricity in Canada is generated by coal, we are sparsely populated and it's friggin' cold!
