Their plan for climate - more pollution - that's why they won't release it. No matter how benign they make it sound they are taking the old-fashioned view that pollution = profits and are protecting the least clean and efficient soft money special interests. They are also trying to make a deal with Russia to pay them to let us export our nuclear waste to Siberia and dump it there.

Kyoto-or why no family deserves to have more than one car, and poor people shouldn't own a car at all.

IMHO the Administration is handling Kyoto poorly. Since they are a Republican Administration (which believes in more local control), they should order each state and county to come up with a plan along with cost/benefit analysis, to meet Kyoto. Then a region of the country should be picked as a test region, to see if the individual state emission reduction plans work. Because of their greater public transportation networks, I think the North East should be a logical choice:)
