They desperately need techs to rally, but they don't have the buying power to ignite it themselves, so they seem to be trying to talk it up. However, if nobody buys their 'bullishness' they are toast. They only have 4% cash to handle outflows and they may not be able to defend their staggering positions.

Now, if the market doesn't rally it will show that it has no support. This leaves us with a potential crash scenario. With 4% cash these guys won't even be able to take advantage of a crash!

I think mutual funds have further to fall.
