Problem was the Dems would not agree to the cuts he wanted. tax revenues grew enormously. JLA

The fact remains that the increased revenue more than allowed for increased defense spending, and congress spends the money not the president. And the Democratic congress always overspent. And the deficit continued to rise until after the 1994 elections.
