You need more slack in order to engender the type of growth everyone seems to be expecting. Short of that, you need inflation which seems to be what Greenboink is hoping for. Unemployment has only ticked up to 4.4%. Back in 1991, unemployment had already jumped to nearly 7% by February from a low of 5.2% in 1990. You're not going to get the increase in marginal rates of growth from that low level of slack in the number of potential new consumers.
