Boy are you DUMB! You JUST don't get it! The liberals only want programs that FAIL- -like the public housing slums they like to build. If the program succeeds, well you can continue it but you can't get more money for it. Hell, it might even get cancelled because someone argues it's done its job and is no longer needed. OTOH, if it fails you can say it was because it was underfunded and that with more money it would a success. And then you can hire more bureaucrats and reduce poverty and unemployment. See?
