I'm sure the United Nations and the international community will be interested to know that they're not among the interest groups worthy of the consideration of the US. Given the US actions of late, however, they probably won't be surprised. Nonetheless, I still think that we the citizens are entitled to an explanation. If the explanation is that this is not sufficiently important to the Administration because, say, nothing much ever gets done at conferences, that's fine with me, but I still expect an explanation.
