Encouraging abstinence is just fine. As an exclusive policy, it's got some obvious problems. I imagine W was famously abstinent before he got married, though.

There's nothing wrong with encouraging it. I think it's a great idea. The problem is in not having an alternate plan B for those who don't go for plan A.
