Mostly and tautologically, whether they are "successful in keeping it" depends, and always has and always will, on whether the effort to keep the promise is not overwhelmingly great, due to the limited opportunities offered to be 'unsuccessful' in keeping it, the unappealing nature of those opportunities that are offered, and the perceived nature of the risk of not keeping it.

People can rationalize anything, and will, if the urge is intense enough, the opportunity there, and the risk minimal.

If they can't rationalize it, they'll do it anyway, and think of it, correctly, as being "overwhelmed by desire."

This is why sowing one's wild oats before making the promise is a good idea.
