Perhaps your expectations where raised to high both by past experience (Regan's tax cut was bigger and quicker) and all of the Democrats complaining about Bush's supposedly "huge" and "unaffordable" tax cut.

I agree with you about the ten year phase in and the parts of the tax cut that are targeted. Much better IMO to just cut the rates and cut them quickly. In addition to my preference for getting lower taxes quicker for ideological reasons and because I personally could use the money it is also true that phased in tax cuts wont benefit the economy much. The initial tax cuts are too small. Also some economic activity could be delayed in anticipation of the even lower rates to come.
