There is NO Big Media indignation over the trucking regs which violate NAFTA because they come from demolibs. That is the point....

Opponents of the Kyoto treaty would probably be better off, from a PR perspective, accepting the treaty but writing so many loopholes into the implementing regulations that the treaty would have no practical effect. Very few would notice, and very few would care.

In the short run you might be right, but then they would be conceeding the issue, and any later objections would be objecting to an allready settled issue and invite even more attacks on the anti Kyoto (or other large scale efforts to reduce CO2 emissions by regulation or treaty) viewpoint as reactionary, extreme, and idiotic. If you fight an idea when the odds are against you, you might still win. If you surrender you are unlikely to gain a more powerful position later.
