The solid examples you provided show how individuals, at a grass-roots level, are effecting change in taxation policy. That's what democracy is all about.

In the case of the first example you cited, namely, the Huntington Beach utility tax, that should have gone off the books when the building was paid for. It's like continuing to make motorists pay for a toll road or toll bridge after the road/bridge has been paid for. For the tax to have stayed on the books is an example of an irresponsible city commission.

However, I still have yet to see concrete examples of how the Bush administration is attempting to reduce the size of the federal government. Such is not what happens when the party out of power becomes the party in power.
