Yet I still don't see a problem with state involvement in this.

The problem is that if the state decides to teach only abstinence, not safe sex, and the message doesn't take, then you could end up with lots of kids pregnant, diseased, and dying who might have been protected with condoms or other devices. If you teach both, the teaching of safe sex undermines the abstinence message. So, according those who favor the abstinence message, ya gotta choose one or the other.
