I'm never sure about stock direction. But wait for the pullback before getting into SOX stocks. There's still much bad news [AMAT layoff, SUNW layoff, "no recovery of semi equips till 2003" - which nobody can really know].

Of course the time to get in is when news is the worst.
The 3 flat months of SEMI equiment orders have me puzzled because it has not happened before since Jan '95. The green curve suite101.com

INTC has made positive statements about PCs.

In past SEMI equipment cycles stocks really took off after SEMI equipment orders started to rise. I'm waiting for that rise.

I already have all the INTC I want [since 1994] and most of the AMAT and KLIC. May get some NVLS. I hope to ride them all to near a price top - even INTC this time.

One simple TA tool is to compare price to the 30 week ma. This has worked well with AMAT. Look at Oct '98 to spring 2000 stockcharts.com[w,a]wacl...
The trick is to recognize the false breaks of price below the 30 week ma and hang on.
