Declaration of marriage is stricter. Not simply the paper contract, although that is certainly a visible representation of what I am talking about. A long term commitment to care for one another as you care for yourselves in a state of exclusive union where by one assumes an obligation of devotion to the other...I could add on to that but its paraphrasing any way so I'll stop there. Such a commitment to me constitutes a marriage declaration btw. Commitment is a key word that supercedes "interest". Where no such commitment exists, the sex becomes illicit.
