Look at the HP9000 Superdome series. You can add cell boards on the fly (required for true hot swap). Each cell board contains up to 4 CPUs. Look at the link to the HP9000 TPC entry at tpc.org . Also notice that the cell boards are not fully populated as 16 boards could contain 64 CPUs but only 48 were installed. That kind of throws a big monkey wrench into your argument doesn't it?
