It explains nothing to me. Bush and the Republicans should have sent it up, sold it to the American people, let the NEA/DNC shoot it down, and then extract the political price for their obstruction. What does caving in accomplish for him or anyone?

It helps explain too why George W. Bush gutted the key reform of his education package, a tepid voucher provision for failing public schools, understanding as he did that the NEA would never permit Democrats to sign on to it.
