They may both be right. Zogby used "likely voters", the other was a broader cross- section.......

The reportage of the Zogby poll included those who thought Bush was doing a "fair" job as a negative....

More media bias.

Besides using "fair" as negative, many have cited the fact that GOP numbers go down in the summer to polling bias.

Seems a greater % of GOPers have families and take vacations so GOP numbers dip during vacation months.

What's important about Zogby is that all the other polls find Bush approval about 20% higher, @59%.
