China Telecom criticized for 'fake' IP service

(1 August 2001) "China Telecom’s Internet protocol service is almost entirely a sham," Liu Yunjie, vice president of China Unicom Ltd., said on July 24.

"The so-called ‘IP calls’ are essentially transmitted via the traditional telephone network. China Telecom has very little network-portal equipment, and it scarcely runs any IP calls through its limited number of network portals," Liu added, according to a to a 21dnn.com report that appeared on July 27.

One industry insider told the July 23 Xinwen Chenbao (Shanghai Morning Post) that most IP services provided in the Shanghai market are in fact traditional long-distance phone services. China’s fixed-line phone market has already reached the point of saturation, but telecom companies still have idle lines.

The emergence of IP services has therefore not only dealt a blow to the regular long-distance telephone services provided by telecom companies, but it has also posed a threat to their long-distance line-leasing services, which they offer to corporate users. By "disguising" idle lines as IP lines, the telecom companies are able to grab market share very quickly, the article noted.

Liu, who once served as director of the Data Communications Bureau of the Ministry of Post and Telecommunications, noted that the Ministry of Information Industry has already issued a notice requiring China Telecom to have at least one network portal in each province.

However, he said that having only one network portal was still not enough, adding that government agencies should take active measures to restrain fake IP services.
