Does the haha in your reference to the "capital swaps" mean that you understand that GX bought "capacity" from the capital budget to fill in mesh loops or local service holes and sold "commercial capacity" to LVLT? Or does the "haha" mean that you think something is funny? If GX got line capacity it needs at a good price and then got the dollars back by selling their own capacity, I believe that that is a better deal than if neither one had happened. To the extent that this type of revenues replaced the revenues that were originally projected and did not happen, I can see where that is not a good thing. I don't see a "haha" in either scenario.
