The economics of SUN workstations are not the same as PC's. A 20% increase in clock speed means perhaps 30% higher price per CPU in the workstation market. A 20% increase in clock speed means more like 60% increase in price in the PC market.

Compare a 1.4G Tbird to a 1.2. Compare a 1.8G P4 to a 1.5.

20% is a very big deal in PC's. It could be the difference between profits and losses.
