this is an assumption. it is also a tacit acknowledgement that there is minimal productivity benefit NOW. are we measuring present productivity, future productivity or some voodoo combination of both? what will stop us from double measuring productivity - ie, actual productivity shows up in the numbers at the same time we artificially add in productivity? alomex, this approach is a joke, imho. it is a mishmash of opinion, assumption and voodoo aggregation.

the net effect is that the productivity measure loses some level of accuracy. btw, what is so evil about just measuring measuring productivity that is ACTUALLY occurring?
