"Across the board cuts" was probably misleading; I should have said that I think practically every item in the budget could be cut without necessarily effecting the services delivered. It is a matter of finding the money that is not going to delivery of services. This money, however, generally is going somewhere, and those to whom it is going will fight tooth and nail to prevent it from being cut.

By "across the board cuts". I meant cuts in almost every area, not a straight percentage taken from each program. I agree with you that Congress should specify programs and services to eliminate. If they leave a program but cut it 4 or 5% chance are it will soon be spending as much or more then it did before the cuts. If they eliminate it they might actually have some long term effect on reduceing government spending.
