What is needed is not nickel and dime stuff

The particular gripe I was ranting about is that the nickel and dime stuff is not nickel and dime. I've never seen any figures, but I'd guess that every response to every question, whether stupid or astute, costs us taxpayers hundreds of dollars. That adds up and the costs, like entitlement programs, cannot be fixed because any citizen can write any number of letters.

but the evaluation of agencies

I'd like to see all legislation for programs contain provisions for evaluations to see if the program is meeting its objectives and is cost effective. Of course, that would assume that Congress was clear about its objectives and that that same Congress would cut or redirect the program if it weren't meeting objectives. Fat chance.
