The fact that this is also the quarter in which the plans for a bulk silicon variant of Hammer was cancelled however, would seem to indicate that, at the very least, major problems were found at tapeout.

Isn't it more likely that it indicated no problems with SOI? They've decided they don't need any hammers on bulk silicon. Why would they cancel plans for a bulk silicon variant if there were any doubts at all regarding the manufacturability or performance of the SOI versions?
