Since some democrats joined the republicans it can be said that it does involve both parties. Either definition exposes the democrats (primarily the leadership) for what they are. Partisan hacks, who have no interest in solving an issue, they would much rather have the issue to demagogue at election time. Dems look really foolish on this one. GWB has reached out to forge a compromise and the Dems attempted to slap his hand. Americans don't like that kind of childish behavior.
