I'd attribute it to their wanting to reduce their tax bill by cutting the parts of the budget that benefit someone else while leaving what they consider worthwhile or beneficial to them alone.

I think this is true as well. But I also think a lot of the reason is people not knowing much about what they are talking about and/or not applying logic to the situation.
