A $23bil would hardly even be a good start. But $23bil of special tax breaks for a specific industry is probably not a good idea. I would prefer just having low rates while cutting out all of these special tax breaks or subsidies.

I guess you'd rather see OPEC fill their coffers without the possibility of ever paying a lick of taxes?
