The Congressional Black Caucus is certainly monolithic. If Clinton had appointed the first black secretary of state we never would have heard the end of it. If the Black Caucus has commended Bush for naming Colin Powell to the post, it's escaped my notice. Here is a comment one of the Black Caucus' deep thinkers made the other day.

"I have to wonder if the Bush administration's position on the World Conference on Racism is just politically dumb or if it is perhaps indicative some something more malignant," she said. "Is the Bush White House just full of latent racists?"
