If they tested the missile in July, that means that at a minimum they have had this thing on the drawing board for at least 3-5 years earlier. Knowing the Russians probably on the longer end, as they do not have the resources for accelerated programs any more and are typically rather methodical.

And no doubt intelligence sources had this threat and others identified a long time ago.

Nice try, but think it through a little better next time.
