I don't think that Clinton really had anything to do with the boom or bust of the internet economy. The real bust was because the boom was created by consumers who wanted everything either free or nearly free on the net. When companies tried to start making a profit, the boom became a crawl for those left and a bust for everyone else. No policy moves have really changed the internet as a whole. More people are on the net everyday, but the "last mile" will not grow till the consumer has a real need for it. For those who just use email and fill your inboxes with stupid forwards, they don't need broadband. If all the miles of fiber optic are actually going to be put to use, there needs to be something to deliver over it that consumers want. Perhaps ABC, NBC, CBS, Fox, or somebody with a decent TV station that you can only get on the net. Maybe virtual reality shopping, completely with headset and gloves, where you can go to a store and talk to others that are there or a sales clerk, from your home. Something has to drive the consumer to want last mile.
