Intel will be moving from 0.18-micron aluminum to 0.13-micron copper. AMD will be moving from 0.18-micron bulk silicon to 0.13-micron SOI. With regards to speed grade gains, these two moves should be pretty much a wash. But Intel will not only be moving to 300mm wafers, but also moving to copper at a time when it should start to be cheaper to process a copper interconnect wafer than an aluminum interconnect wafer. Meanwhile, AMD is moving to a more costly SOI process. At least with regards to P4 versus Athlon, cost savings will favor Intel.

Of course, as you pointed out, there is Hammer on the horizon. But nothing is certain about Hammer. Hammer could prove to be so far beyond K7 that it would be able to match the peak speed grade of P4 even using bulk silicon. Ont the other hand, Hammer could, like the K5 of years ago versus 486, not even be able to match the peak speed grade of its own K7 sibling using the same process technology.
